There's no program on the computer for it?

iOS 7.1.1 on the iPhone 4 is a bit laggy. Idk if a hard reset will help it. Cleared most of my apps, pictures and videoes.

iOS 7 is laggy on the iPhone 4 in general. No amount of resetting is going to fix that.
