It is just a background service that is exempted from the walled garden by the gardener. Well, just like the auto-uploading Photo Stream, and your iCloud backup service.

wish they would let other apps do this id rather auto upload everything to my own FTP server then apples.
 
Another question about iCloud Photo Library:
If you have more than 5GB of photos/videos but only the free 5GB iCloud storage, can you still use iCloud Photo Library? Like only the newest 5GB of photos/vids are kept in iCloud Photo Library or something like this.. Didn't try it yet but I'm just curious.

You can't exclude video. What you can do is send the video elsewhere and delete from your library.
 
I have 34,000 photos and videos and I have an iPad, iPhone, iMac, MacBook, canon T2i and an Apple TV and I'm loving iCloud Photo Library. My issues are slow uploading and downloading using the betas (Mac, and iOS).

I also have it set to store originals in the cloud and surprisingly its not taken up much space, less than 150 GB.
 
I have to say, after 8.1.3 came out, iCloud Photo Library has been fantastically stable for me and was EXACTLY what I've been hoping for as a photo solution. It's fast, syncs edits back and forth, does so seamlessly in the background, and is simple, straightforward, and beautiful to boot. Older solutions with things like Dropbox just didn't cut it in the same way
