Has apple ever used tweaks from cydia as their own?

Legally, probably not. Although it does seem that many tweaks that were only available via Jailbreak have become native to the iOS over tr years. Not a direct copy, but a "hey that's a good idea, let's add it to the official firmware" kind of thing.

Notification Center comes from Lockinfo, so yes they do develop stuff which was invented in the JB-scene

Partly right, they also borrowed some aspects of it from android.
