The error you stated is a Windows error, generated when a very old (DOS era) app is attempted to run under 32 bit GUI Windows.

Are you downloading this app in OS X?
Are you transferring it to Windows?
Is Windows on the same computer as the Mac?
If so, is it running under Boot Camp or Parallels/VMWare?
What version of OS X and Windows are you using?
What is the name of the program youn are downloading?

If you are after a bittorrent client for Mac OS X, try Transmission.
