I haven’t seen any Specs that confirm the base M4 Mac Mini saying HDMI 2.1

I think it does have that. I saw it in the demo. Pretty sure.

According to Apple.

HDMI display video output

Support for one display with up to 8K resolution at 60Hz or 4K resolution at 240Hz (M4 and M4 Pro)

Yes, it's HDMI 2.1.
There's no way to HDMI 2.0 or lower able to 8K@60Hz output.
