Hi

Do any of you know what it does when it goes from HDR ui to HDR screensaver?

It puts on some kind of dynamic contrast layer, or color enhancing layer.
You can see it in this video.

The problem is my HDR movies netflix/itunes are very dull, like it miss that extra "layer". Compared to my native sony Netflix app which shows hdr10 with life and color.

I have tried every technical solution, just curious if anyone have similar problems. Lifeless HDR movies, compared to SDR or iPhone X(Dolby Vision).

This washed out image looks as if your TV is not in HDR mode but the input signal is.
(I've seen such image on a non-HDR screen, when you enforce video output to be 1080p HDR).
How do you achieve that?
Native Sony netflix app does not travel through HDMI, so the route from stream to screen is very different.
On a Sony, you can see if screen is in HDR mode by selecting Options - Picture. Screen will be different on android V6 and V7 but the HDR lettering must be seen.

My TV is in HDR mode, I can tell that by the HDR icon in top right corner of the tv.

But it acts like the UI is forced to HDR colors(but the UI is only in SDR colors) and then when it needs to show HDR content, it switches "internally", but then forgets to switch when I try to watch a movie. Which sets my tv in HDR mode with SDR colors or something like that.

Keep in mind that your TVs setting for the Apple TV input and the built in apps may not match. For example my TV after a factory reset had the backlight set to max for the built in apps, but the HDR setting on the input for the Apple TV was about 3/4 max. Many other settings (like dynamic contrast) were different also. This caused the built in apps to look more vivid.

The thing with aTV 4K is, that it will not switch the video signal format sent to TV at all (unless you are on 11.2 beta and enabled HDR autoswitching). So your TV remains in whatever mode it has been set in settings (DV, HDR or SDR) and adapts the input content to that output format. If you are in HDR mode, aTV will pull distinct HDR versions of the screensavers and movies from it's servers.

I have specifically dialled down the HDR mode brightness for all inputs to 3/4. For me the factory default is simply too bright, especially in a darkened viewing room. They still look anything but dull.
His screenshot left me more impression of lacking contrast and pale colors. I have not seen anything like this on my screen. I have seen it on an older NEC FullHD display, when I turned aTV video output to 1080p HDR (aTV could read the max supported resolution from EDID, so 1080p was max offered. However, it could not read HDR support from its EDID, so both 1080p HDR and 1080p SDR were on offer. Feeding HDR image into that display yielded exactly those low-contrast looking images with color shift. It's like looking at Log-recorded video ungraded on standard Rec709 monitor).
