I updated two iPhone 6s yesterday, both of them using iCloud. After the update completed, one device opened to the white "hello" screen prompting me to log in to iCloud using my Apple ID, start using Apple Pay, etc... When that was all done, it said "Welcome to iPhone" and went to the home screen. On the other iPhone 6s, however, it skipped the white "hello" screen altogether and went right to my lock screen after iOS install finished, prompting me for my device password/Touch ID. Any reason for this difference following installation?

No clue but I updated both my iPhone 6S+ and my iPad Pro 12.9 and neither populated the white "Hello" screen. Thought it was quite odd...
