I was updating my mom's iPad (her only device) to iOS 9.3.5 and it bricked her iPad. iTunes is telling me the only option now is to restore her iPad–which will delete all her data on the device.

My worry is she has hundreds of pictures she took using her iPad – and they aren't on any other computer.

The (maybe) good news is she has a 25GB iCloud plan and her iPad last performed a backup the night before the bricking happened. By logging into her iCloud account online I can see that backup is 8.2GB in size (her iPad is 16GB). Will that backup contain the pictures and videos from her Photos app?

My mom does not have iCloud Photo Library.

Any help is greatly appreciated.

As she does NOT have IPL, she is out of luck. Backup does not backup photo and video.

If your device is still recognisable you can try to use third party app and see if they can help you recover the photo.
 
I think by default iOS will back up anything in the camera roll. If you sync pictures onto the iPad from a computer, these are smaller representations of the originals on the PC/Mac, and these won't be backed up (as they live on the computer in full resolution).
 
Ummm... just go to icloud.com and log in as her. Click on "Photos". If her photos are there then she's good.
