HELP!!..how do I deal with Rom files?!

So I downloaded Age Of Empires 2..and one of the requirements was Carbonlib..I couldnt open it because "Classic environment is not supported" crap popped out..so next I wanted to download Sheepshaver..everything was going alright until I had to download New World PPS ROM and am stuck

My problem: I dont know how to open the ROM file..what program should I use?!😕

PS: Am new to Mac..so speak simple human English please 😛

My Mac is Leopard 2.26 GHz Inter core
