Help Identifying Effects and/or Filter Used?

    I am trying to identify the effect(s) applied to this image and was wondering if you all could help me in identifying the effect or filter used in the picture as well as which company produces the software to do it.

    My guess...it's an "Action" that someone made in Photoshop CS.

    I'm a amateur at best, but I do like using and sampling free actions from deviant art. http://www.deviantart.com/#order=9&q=actions

    My son is a professional photographer and he likes Totally Rad Actions: http://www.gettotallyrad.com/#rockin-photoshop-actions-7a1d9

    They have a recipe section where people upload their work and describe how they did it. http://gettotallyrad.com/recipes/ Perhaps you can match a similar effect from their website.

    They run $149 and up, but they are adjustable (unlike the free ones from deviant).
