Have you installed the Boot Camp drivers/updates that Apple provides?

Go to here and download the update. Since your Windows has no internet, download it in OS X.

Are you on Lion or Snow Leopard? If on Lion, go to Boot Camp Assistant, in the Select Tasks window, check "Download the latest Windows support software from Apple" then, check whether you want to burn the installer or copy it into an external drive.

On Windows, plug-in the drive and simply install the executable.
