I thought it was anything before 8.0.0 but who knows with Apple.

No, nothing pre 8.0.2 is being signed. There is no way downgrade.

Why do you want to downgrade? 8.0.2 has bug fixes.

Various iOS firmware tracking sites, like http://api.ineal.me/tss/status, seem to imply that 8.0 is still being signed.

According to this source, 8.0 and 8.0.2 are both being signed.

Force recovery mode (turn off phone, hold home button while plugging in Lighting cord), download 8.0 IPSW file (Google/Bing 'iOS 8.0 direct download') and force restore (hold Option on Mac or Shift in Windows while clicking Restore to choose the file).
