iPad mini [Help] iPad Mini wont download apps at all

I got iPad mini that does not allow me to download apps, the internet works, i have erased the whole ipad (Delete all contents and settings), have also put it into DFU mode and restored it fresh from itunes, i have reset every single setting in the ipad.

But when i attempt to download an app, all it does is spin in a circle and do nothing after that. I have also tried multiple apple ID. Have anyone else ran into this issue?

i'm not sure how i can be more specific? I already stated my issue (wont download apps, when i do it keeps the circle spinning), and all of my attempts of remedying the situation

Have you updated to the latest version of iOS?

Yes i have, when i put the ipad into DFU mode and restore & update, it automatically updates to latest software, i also did confirm this by logging onto wifi and it did not prompt me for a SW update

yes it used to work, one day; all of a sudden it stopped working
