I'm working with a friend this morning whose iPhone 4 is in a strange mode.

When any icon is pressed - whether it's an icon for an app, the battery symbol, the slide unlock, etc... a border appears around the icon when pressed and icons will not open unless double tapped. The phone is also running unusually sluggish.

Any idea what the problem is and how to resolve it?

Sounds like someone turned on VoiceOver in the Accessibility menu. Make sure everything is off in:

Settings > General > accessibility.

YAHTZEE!!!! Thank you. That was it.

He had the volume all the way down, so we had no idea it was in VoiceOver mode. Thanks again.

This is what it sounds like to me too. I have mine set up to turn on by triple clicking the home button. Its nice to be able to have a message read to you while driving.
