Weird problem that just started today. I plugged my iPhone in and walked away; came back an hour later and it's red and saying it has less than 20 percent left. It shows "plugged in" symbol, but not charging. I tried connecting it right to my computer and same thing -- it won't charge.

Now I'm puzzled -- I tried rebooting. Nothing.
 
Let it die and then try charging it from the wall. It could be a meter issue, but I doubt it. If you get the same behavior after "calibrating," then you need to go to Apple, since your battery may be faulty.
