help loading programs

ok I'm running wondows vista. I have a jailbroke itouch and can't figure out how to install programs I have downloaded to my computer for the touch.
 
this program is in the alpha stage there has to be another way why else would you be able to download programs for the touch to your computer... can someone please let me in on the secret?
