Help : MacBook air with question mark and unable to enter recovery

Hi,
My MacBook air just shows a blinking question mark on folder icon and I can't even get into internet recovery using coman+R or Option+Comand+R or Shift+Option+Comand+R

I updated the device to high Sierra but it was sluggish so I decided to do a clean install and boot into recovery and somehow I erased the internal HDD now not able to enter recovery or internet recovery. So what is my last Option?

Do you have access to another mac or know someone with a Mac? You can use another mac to create a USB installer.

How do I do that?

Download a dmg file for the OS and use disk utility to restore the dmg to a USB stick.

It won't work on a PC you have to use a mac using a guide like this.

The installation USB needs to be created using osx. I've tried with windows before with no luck.
