Oh, my. Go purchase another one and drop that one off in the electronic recycle bin.

PS. There are tons of websites they say they will unlock the device for a fee. They take your credit card information, charge you between $200-300US, send an overnight shipping box to retrieve the device, then charge your card again and never return your locked iPad. They break it down for parts and keep the $600US. You file a complaint against your credit card company and likely get a refund for at least half of the money six months later. In the end, you could have just purchased a new one and saved yourself some trouble.

Can you say under what circumstances you received this iPad without having Apple ID credentials, original receipt or proof of purchase, or contact with the previous owner? This is why it's unlockable, as without any of this it would usually be considered stolen or gotten under questionable conditions.

Don't steal an iPad next time unless the personn gives you there appleid login etc.

Activation lock is a server-side lock. Contact Apple to get it resolved. It’s their server. Nobody else can help you.

Why is it locked in the first place?

Contact the original owner if you purchased it from someone and have them use their account info or contact Apple and I believe they can unlock it if you can provide proof of purchase. Other than that it's an expensive paperweight.
