my phone is linked with someone's gmail id that i dont know gmail id...any solution for activate my phone

You either purchased a stolen phone or you stole a phone. So enjoy the paper weight as you won't and can't get help getting around it.

What if I purchase a device that is still linked to the previous owner's account?
Contact the previous owner as soon as possible and ask them to erase the device and remove it from their account.
