My son's girlfriend needs a computer. She's savvy in OSx and windows so the MBP seems to be the right platform.

To dual boot what size hard drive would you recommend.
On the windows side she will have the office suite and some adobe programs.
The OSx side some photo editing software but nothing that require a lot of space.

I’d go with the 1TB SSD. 500gb for OSX and 500gb for Windows. Less than that would be pretty limiting. The next size down is a 512gb and that would only get you 256gb per partition which would be pretty limiting especially if she’s going to have big RAW picture files on there.

Use windows with parallels desktop , so you don't have to dual boot and have more space

Why not install both Office and Adobe apps in macOS? I find it liberating not to use Windows ;)

If that doesn't work then both solutions above are good, 1TB with bootcamp or 512gb with parallels.
