Help needed to get text suggestion bar back after iOS 9 update

Please can someone help me get the suggestion bar back after the iOS 9 update? I have hit a brick wall every which way trying to get this back as predictive text is enabled in settings, I can't swipe to get it as there is no white handle on this new keyboard and when I tried holding down the emoji key the predictive button was there but it wouldn't allow me to click it. These are the only three ways I can find to get the text suggestion bar back, does anyone know what else I can try? On one or two sites the bar is there (it is on this site) but mostly there is no bar.

Does the prediction bad typically exist for URL fields (especially customized ones that use a microphone bar instead like in the screenshot)?
