Ok on my 5C What is Capacity?? What is Available?? Capacity says that I have 12.7 GB and Available says I have 2.8 GB My phone is a 16 GB phone.

That is completely normal. The phone uses space for the OS and other stock data.

capacity means that's how much your phone can handle after ios 8 is installed.. now you probably have 10gb of data on your phone so now you have 2.8gb of data left.. 16gb is too small for average users. get a 32gb phone if you can.

It is not a lot and if you get it even close to filled it will no longer run very well. You phone needs some of this empty space to operate well.

I dunno. I deleted apps of my phone except for flashlight,FB,Bejeweld and Red Button.
