Help, photos background activity fix?

Lately I'm apparently using a chunk of battery with Photos Background Activity.

I have no apps set to refresh. Nothing set that should cause this.

Any ideas?

Are you using iCloud Photo Library? I had the same issue and ended up turning it off as it was chewing through my battery.

That's the thing. I don't use iCloud library or iCloud at all.
