Help please? Old deleted photos coming back

Since updating to iOS 17.5, old photos that I have deleted appeared in my photo library. Several going back to 2020. I deleted them permanently, how is this happening? What about my older devices that I sold? I’ve never uploaded them to iCloud bc it’s password stuff, and it’s from a different Apple ID. How worried should I be?
