I dropped my iPhone 4s and the screen is cracked
the touch still works what can i do plz help

Well few options:

1. You can take it to the apple store and get it replaced by genius by paying, if you get lucky, Genius can do a one time exception, but that depends on who is taking your case.

2. You can fix it your self by ordering the parts that you need and watch the tutorial.

I personally would go with #1.

I bought the phone a guy who was a friends friend then i found out that
it might not have been his in the first place to sell

i don't want to go to apple and then they take the phone off me because of some guy selling me a phone that i don't no was really his to sell

what I'm trying to say is i payed about 200 for the phone and if it is a stolen phone i don't want apple to take it from me and me been down 200

what else is there

Even though you paid good money for the item, legally its not yours, its somebody's else's.

Why do you think something is wrong ?
Something must have been said to alert you !

Speak to the seller if you know them or if not the authorities.
 
Well you should try to search for an iphone repair shop around you and see if they can replace it for you. If there isn't then you could try doing it yourself.
