Help: Safari bookmarks and keyboard shortcuts not syncing

I got my new iPhone X and set it up, but for some reason non of my Safari bookmarks are syncing. My keyboard shortcuts also are not syncing, and when I add new shortcuts, after a couple of minutes they disappear. My other data, e.g., Notes, is syncing so I have no idea what's going on. I've toggled iCloud Drive, signed out/in to iCloud and did a hard reset, but nothing fixes it. Does anyone have any thoughts?
