Safari won't remember its window size. If I open another tab (window) and drag it outside the Safari window it becomes a bit larger. How do I fix it?

When I restart the computer and start Safari the window is almost always at full sizs (height). I have trid to resize it to the size I like but it will almost always return to full size (heigt) again after restart. How do I fix it?
