About to sell my iPhone. Was wondering if the SIM card houses all of my contacts or if I will have to restore from a backup when I get my iPhone 4?

Also, is right clicking on my iPhone on the left side menu bard in itunes and clicking backup all I need to do? Will I be ready to go for the new phone?

SIM card does not store contacts. But contacts are also not stored in backup. You need to sync your contacts with a contact manager like Address Book (Mac) or Windows Address Book/Windows Contacts.

You should be syncing your contacts, but if not, the backup has them. Just right click and backup, as you wrote.
 
Also, your current sim will not be able to be used with your iPhone 4 which takes a micro sim.
