Help setting up Apple Music

I had music stored on Apple Music and all of a sudden it's just all disappeared. I still have the music on my laptop and they have a picture of a cloud next to them. I have checked everything such as which iCloud is logged in etc and nothing is showing up.

Any suggestions?

EDIT: I am on 9.3.1, would this be causing the issue?
