I was browsing Wikipedia when I came upon this image on the page about Aqua. The image peaks my interest, so I was curious about where to find this on both Lion and older versions of Mac OS X (Tiger and earlier) so I can compare the evolution of the design?

The screen-capper most likely used Interface Builder to drag all the objects from the IB library into a custom window as an example for Wikipedia.

Is the utility accessible in the Xcode currently on the Mac App Store?

Interface Builder is integrated into XCode now since being on the MAS. Create a new Mac project, and open the .xib file, pull up the window design and click the little box in the bottom of the right side tool bar as pictured to show the object library.
