So here is what I do.

I go into remote settings / remotes and devices / volume control

I change the setting to TV via IR and the volume control works. I'll be watching tv and suddenly the volume controls will stop working. i got back into settings and it is set back to Auto via HDMI (receiver)

my receiver is not even plugged in. the apple tv is plugged directly in an LG tv with ARC disabled (ARC enabled doesn't allow me to control volume on the TV at all).

this is really driving me nuts. if i turn off control tvs and receivers then i can't change the volume on my tv at all.
 
Have you tried a restart to see if that resolves things.
Or even ow about learning your TVs volume controls and use that option instead.
 
You shouldn't have to use IR.

ARC and volume control are 2 separate things,
Although if your TV supports one, it probably supports the other.

ARC is audio return channel, it's ONLY use is to send audio "backwards" over an HDMI connection, it has nothing to do with sending commands.

Volume control uses HDMI-CEC.
Different manufacturers have different names for it, LG calls it simplink, but they all do work together.


On my lg its in...
main settings --> connection --> device connection settings --> simplink (HMDI-CEC)
yours might be in a slightly different location, but make sure simplink is on.
it's default setting might be off.

The volume buttons on your siri remote should then control whatever your TV has set as the output.


CEC is much better than using IR.
--It will allow you to use the volume buttons on your phone when using the remote app to control the volume on your TV
--It also allows you to power the TV on/off using the remote app
-- you can wake/sleep both the aTV and TV using shortcuts from your other apple devices.
-- once CEC is working, your TV remote will control the aTV also (just basic navigation, and play/pause)

also you don't have to worry about the aTV and TV getting their power out of sync. My bedroom doesn't have CEC, and every so often I'll turn on the aTV, but the TV misses the IR command, So I'll either have to blindly (since the TV is off) put the aTV back to sleep, dig the TV remote out of the nightstand drawer, or get up and go hit the button on the TV.
