iPhone Help with activation

I have a 6 plus and it needs to be activated. I already have a phone on my number, but it insists on activating on that line. Is there anyway to bypass this activation. I'm trying to update to 8.1 before the signing closes. Pangu needs an activated phone to work. I do have activated and de-activated att sims.
