I have searched through older posts but people seem to use terminology interchangeably and it has thoroughly confused me.

Most people have said that it is better to "start fresh" with the Iphone 4 rather than restore from my current backup. However, I want to ensure that I can transfer my contacts, pictures, music and apps to the new phone. Is there any way of transferring this material without restoring from a backup and keeping the new phone "fresh?" Any help would be greatly appreciated, I'm a newbie.

Yes, all of that stuff can be transferred to the phone after a fresh restore. The things that a restore from backup brings over in addition to those items are things like remembered wi-fi hotspots, Safari history/local databases, SMS history, saved username/passwords for all the various apps, etc.
