I have a late 2009 Macbook Pro. It run silent an cool.

I tried to run Windows 7 on and bootcamp and it gets very noisy and extremely hot, like I've never before. Is that normal?
 
Depending on your activities, yes. The laptop gets hot and loud (fans spin faster), if the CPU gets used a lot. Maybe have a look at Task Manager and sort by CPU usage to see, what process hogs your CPU.
And when in Windows, your dedicated GPU gets used, the integrated graphics processor (IGP) is deactivated in Windows. The GPU consumes more power, thus the computer gets a bit hotter.
