Help with Changing Banner homepage

Hi,
I'm working on a project and I was wondering how to create a changing banner news feed on a homepage similar to what whitehouse.gov has on their site.

I found a similar script which uses javascript allows me to create something similar with the use of images, but from the looks of it, their pages changes with a mix of images and text elements...

How often do you want it to change? Randomly per page load, per day, per week? Or do you want it to change while the person is there, and thus change per 5-10 seconds, per minute?

Dynamic changing could be done with a animated gif, or use JavaScript to change the image every so often, or use Flash. If it's not changing you can do stuff server side with PHP.
