help with email blocking

I have been having a lot of unwanted emails so i followed the email blocking steps but now when i click on the "add rule" tab i get this box and the "perform the following action" box is getting smaller overtime i open it.I have tried stretching the box and clearing all blocked emails.

I don't think that is what the OP is asking about. It seems the box in question is shrinking and the OP is unable to add or delete anything within the box.

I have never seen this before.

What OS version? Is it persistent after quitting and restarting Mail? How about after a reboot?

Never seen it either.
