iPhone 11 Pro Help with Face ID

When I try to add my Face ID it won't let me. Its stock at position your face within the frame and nothing happens

Yes and now it says Face ID is not available

Backup> wipe the phone > and restore from an earlier backup. If that doesn't work, do the same but, set up as new. If that doesn't, work and you get the same message, more than likely, you have a hardware failure.
