Help with phone number

I have a new iPad and I’m trying to get an app using iTunes and the App Store. It seems that an out dated phone number is being used to send me verification codes. I’m paying with PayPal and PayPal has my correct phone number on file. However Apple/iTunes and the App Store keep referring to my old phone number. How can this number be changed?

Go to Manage your Apple ID, sign in, & edit the Account phone number:

That doesn’t work. The phone number on file is the correct one as far as Apple ID is concerned. That holds true for PayPal as well.

You need to change the verifying phone number to 2FA not your Apple ID. I don't like or use 2FA so not sure how you can do that.
