I get this error message every time I try to open up a photo on my iPhone that is more than a couple days old. It has been doing this for months now. It only does it when I'm NOT connected to wifi. If I'm on wifi, all of my images download to the device just fine. And FYI I do have iCloud "photo optimization" turned ON.
 
Sorry to be a "bumper", but I cannot seem to find anything about this error - no relevant hits with a Google search, no fellow board members with the same issue. Anyone?

I've never encountered this but have you signed out of iCloud, rebooted your phone and then signed back in again? It may be worth trying this.
 
One of the the posters suggested this:

I figured out a solution, and it's totally bizzare but it worked for me!!! Double tap the picture (zoom in) and double tap again (zoom out), and the picture should download like normal, or at least it did on mine. I know it's weird, so let me know if it worked!

Tried that a couple weeks ago and it didn't work. I'll keep tinkering with it though. Thanks for the input!

This actually worked.

I signed out of iCloud on my phone, all of my photos disappeared off the phone, I signed back in, got on wifi, and all of the photos re-populated back on to the phone.

I'm still getting the error message on a few photos, but for the most part it seems to be working fine now. Thanks!
