Help with setting up iCloud

I'm able to get the photo stream folder with uploads but I can't seem to get the downloads folder? I'm using windows vista 64 but sp2. I've followed all the tutorials online but with no luck. I've also deleted and reinstalled the iCloud utility for windows.

Anyone have a solution?
