What does those question marks in square boxes mean and why can't I view this link? Anyone have issues with the link?

As far as question marks in diamonds, that's a character encoding issue. It's generally the fault of the page creator.

I accessed it fine from my MacBook, but frankly it's a serious waste of time to visit.
