Sadly they cut off my iPhone 7 and 8 and the X.

Remember the iPhone 4S? You could install iOS 9 if you wanted to, knowing that it would slow it down. Those who accidentally did were allowed to downgrade back to iOS 8.4.1.

This needs to be offered to older device in order to run newer apps or websites.

I know people that would have liked to downgrade but didn’t. Either because they couldn’t or because they didn’t know they could.
Up until now I didn’t know you could either.
If I recall correctly you weren't able to freely install an older iOS on the 4S in any official way until years after iOS 9 came out and they randomly started signing iOS 6 (which can OTA update to 8.4.1). It wasn't something that was always an option.

Looks like there are still potential issues with Mail (blank screens popping up). So I will continue to stay on 17.7.2 for the foreseeable future. Longest I have stayed with the previous year's OS.
 
Still on ios 15 for 13PM. Battery life is still amazing. Got loads of apple stuff that become unusable when I updated. Once you find a good and bug free OS version just stick with it.
 
...and I wonder how many that took the opportunity to upgrade to 18, then promptly turned off Apple Intelligence - and have vowed to keep it that way?
For my part, I get upgrades for the security updates - firm in the knowledge the upgrade will has its own issues.

Aside from the GUI tweaks and the inevitable "Squirrel!" app distractions, you'd think Apple would have had a better handle on a OS originally created for the 2007 iPod Touch. Apparently not.

Happily surviving on iOS 16.7

Staying with 16.0 on my 14. Never, ever, upgrade software. And when I do get a new phone, I simply endure the sw changes.

I only need to endure the nagging update notifications, and don't need to learn new bugs if I were to upgrade.

I have a 13pm so no AI for me, however, on my macs that support it, the first thing I do is disable it along with Siri

Maybe you don’t need to learn new bugs, you figure out a way to get around the old ones.🤣 But seriously a two year unpatched operating system is a disaster waiting to happen. Along with some recent updates such as stolen device protection.

Haven't had a problem since I stopped updating, some 7 years ago.

Including the Mac. Buy a new one, and leave the sw alone. Works fine. I only update the browsers.

Download and install the iOSTV beta and the concern over updating along with the annoying nagging from Apple will be gone.
