For what it’s worth , Seen on a tech twitter account :
Mesdames et messieurs nous avons eu la confirmation que les mises à jour était bien déployée a 19h le seul problème est que les serveurs non pas supportés les DL GM. Les serveurs sont HS d’où le problème que les mises à jours apparaissent et disparaissent. Merci de votre patience.

Rough translation : We have had confirmation the update has been deployed at 7pm ( french time). The servers are out of order as they did not support the GM downloads .

Don’t recall Apple ever having issues with their servers. But yeah, if that’s the case 😩
