iPhone 11 Pro Max here...

I jokingly said "Hey siri, why does my life suck?" (it's been a **** day) and jumped when my phone actually responded with "Fascinating question". It was a funny answer, but also jarring because I keep "Hey Siri" turned off as I don't like having something listening to me all the time. I also never trained my phone for "Hey Siri" so it was surprising that it worked.

Anyone else normally have "Hey Siri" off? Check to see if it got turned on after the last update. I'm pretty sure the update caused it because I know it was turned off last week.

It also gets turned back on if you normally have it off, perform an “erase all data and settings” and then restore from an iCloud backup. And, no.. the setting doesn’t get turned back on because it was in the backup. I’ve kept that particular setting off since it was introduced.

I still think there is a bug or two in iCloud and that is what is causing a lot of our problems.
 
I keep my 'Hey Siri' off at all times, but updating to 13.2 got it automatically turned on as well.
