Can hey siri work with a battery pack so it'll work like google now? or does it need to be plugged into the wall

As long as it's plugged in (i.e. Mophie Juice Pack or car charger) you should be good to go...

I think as long as you have Siri active you can do the "hey Siri" command and it will work. Once you go to something else it will stop working when not plugged in. Just tested this.
