Hello,
the fan on my 2013 late 13 Retina macbook just alerted me to high CPU usage by Canon scanner sw - ust turning the printer-scanner on leads it to some 140% CPU utilization when idle. The culprit is a task called CanonIJScanner1.

When I turn on my Epson printer, then the "Epson Scanner" task consumes some 60% of CPU. Again, this is while idle.

When scanning, the utilization drops to single digit percent.

Since 2 drivers/tasks related to 2 devices from different vendors, I suspect this is another El Capitan bugs. I am sure I would have noticed the high CPU utilization on previous version of the OS, due to the fan noise.

Reseting the printing system did not resolve this.I am on 10.11.2.

My brother had something similar with an HP driver. I told home to kill the process in Activity Monitor and remove the printer in System Preferences then reboot. Doesn't have any probs anymore.
 
You can find those drivers in /Library/Image Capture/Devices. I have an Epson printer/scanner and use El Capitan, and have not had the problem you are describing.

Did you install any software from the printer manufacturer? I recommend uninstalling it if you did.

Otherwise, you can try removing the printer from System Preferences > Printers & Scanners, restarting, and adding them back.
