In latest server.app drop a VPN support.
So.. any ideas what to use replace that native VPN?

Server 5.6.1 hasn't removed any services. You can still access VPN from the "View" menu in Server.app.

Refer to the migration guide I linked. Apple has listed alternatives there, if you want to keep running the services on a Mac.
