High Sierra Reinstall

I have a MacBook Pro 13" mid 2011... mechanically it very good. but High Sierra seems to be losing
stuff...
misplaced folders, does not reconize the DVD all the time... and other things..
So I thought I would reinstall 10.13.6.. first could not download from App store. could not find any way to install
from the net... I found a site with a full dmg.. so I downloaded it..
Now the question is how to reinstall onto my HD.. I placed the 5.1Gb dmg. in a very small partition that I had
only about 8GB ...
can I run the dmg from there?

you found a random dmg... please just trash that right now and go get a real installer from Apple here. Instructions are provided.

I finally got a 5.3 Gb High Sierra downloaded to my computer.
I also downloaded instruction on how to make a bootable USB drive and drop the .dmg onto to make a bootable drive..
yes formated with guid partition
But the computer will not boot into the USB stick
Next I've tried to live the .dmg on a exteran HD partition, then tried to install from a small High Sierra bootable partition
that did not work...
I have tried restoring with Disc Utility.. that has not worked..
lastly I am trying to install High Sierra using a "Patch" program...
I'm about half way through..
but can anyone shed some light on how I can use the .dmg file to install the OS onto my laptop?
Am I doing something wrong with the "restrore" command in Disk Utility?
Do I need to open the .dmg then do a restore?
I would go the the Apple store, but as we know they are closed...
thanks for any assistance on the High Sierra install

I can not connect to the Recovery server
or connect through the App Store...
Which I have tried numerous, numerous times...
I have not seen a "high Sierra" App anywhere on the net... only ISO or DMG...
yes it is probably an APP when downloaded from Apple....
