I was wondering if the iPad would run higher powered USB devices (such as a keyboard?) if it was connected to a powered USB hub.
 
No, the amount of power is limited to the amount of power transfered from USB 2.0, and if you had USB 3.0 you would be limited to the amount of power that can be sent through USB 3.0. These hubs are powered because they generally have a lot of ports, and ports require power, and your computers single USB connection can not power all of them at once, so it needs its own dedicated higher power source.
 
The answer is YES, because I do this. I have a Blue Yeti Microphone, that used to get enough power from the Camera Connection Kit to work, and once Apple cut the power down, it no longer worked. Using a powered USB hub, the Blue Yeti once again works with the iPad through the Camera Connection Kit.

I also run the powered USB hub through a modified cable into a USB battery backup, and it's mobile for use with recording on the iPad.

Does it come with a powered hub and a 30 pin connector
to plug it into my ipad2 ?

Maybe I am confused.

I have the Blue Yeti although I don't use it with the iPad. It does not come with 30 pin connector or powered hub. Buy the camera connection kit for the 30 pin connector.
 
I use a m-audio USB midi keyboard with GarageBand. By itself it won't work. With a powered hub it works great. The only thing is that it can be touchy about the order you plug things in. I would have the peripheral already plugged into the hub with the power on then plug it into the camera connection kit
