I'm planning on hiring a freelance programmer at a fixed cost to produce a prototype then hand over the source course to a hourly UI/Graphic Design developer to complete the app.

I know it would be more ideal to hire them in parallel, but I'd like to proof the app first too make sure it can do what I want at a fixed cost.

Am I going about this wrong?

If there is no communication between the developer and the UI design developer - this will only lead to a badly coded app.

Rather have them in sync so each knows whats going on.

Just my 2cents, anyway..
 
Better would be to have a UI designer first mock up a quick skeleton sketch of the app (on paper even), then have the app coded, then have the actual app (and marketing) artwork created. Some quick iterations of the last step may be needed after you get a chance to test the results.
 
I would have to agree with firewood on this, have all the UI interactions, screens and graphics done first, then have the developer create the App using this ase the blueprint.
